HOUSING: Build America Caucus Chair Statement on Encouraging Progress on Housing Reform

March 13, 2026

“Now, it’s critical that Congress doesn’t fumble at the five yard line”

WASHINGTON – Today, Build America Caucus Chair Josh Harder (CA-09) issued the following statement after the U.S. Senate passage of the 21st Century ROAD to Housing Act:

“The passage of the 21st Century ROAD to Housing Act is an encouraging step toward addressing the crisis of housing supply and affordability. Now, it’s critical that Congress doesn’t fumble at the five yard line.

“The U.S. House and Senate must come together to further enhance this legislation and pass a deal that responsibly addresses institutional investment while fixing a provision that could cut tens of thousands of affordable housing units from build-to-rent projects every single year. Any deal should also bring back more measures on zoning and land-use restrictions, as well as incentives for home-building near mass transit, that have broad bipartisan support.

“The bipartisan Build America Caucus has been working tirelessly to build momentum for passing pro-growth policies that expand our housing supply, streamline reviews, and drive down costs for our families. We’re incredibly close to making it easier to build more housing again, and we can’t allow fixable provisions to snatch defeat from the jaws of victory.”
